The scheme was established under the Northern Territory Police Supplementary Benefit Scheme Trust Deed dated 15 June 1984. The scheme supplements the pension payable from the Commonwealth Superannuation Scheme (CSS) for eligible members of the Northern Territory Police, Fire and Emergency Services.

Members contribute 1 per cent of salary into their NTPSBS account. The NTPSBS is a defined benefit superannuation scheme that pays either a lifetime-indexed pension for qualifying members or, alternatively, a refund of contributions for members who do not qualify for a pension. The NTPSBS pension commences when the CSS pension begins.
