On 31 May 2010 the Government released a media release announcing that persons who purchased land in the new suburb of Bellamack up to 31 December 2009 will be eligible for Buildstart.

Buildstart was introduced on 27 October 2008 by the Northern Territory Government to stimulate the construction of more housing in the Territory. On 19 May 2009 the scheme was extended through to 31 December 2009.

It provides a $14 000 grant to non-first home buyers and investors, including companies and trusts, that enter into a contract between 27 October 2008 and 31 December 2009 inclusive to purchase a new house or unit or to build a new house. Owner builders who commence construction of a house during this period are also eligible for the grant.

Buildstart is not means tested but is limited to purchases of new houses or units up to $1 million (including land component) or $700 000 for house construction costs (exclusive of the value of the land).

There is no limit on the number of grants that a person may receive but only one grant is payable per property.

Persons purchasing a house or unit or land to build a new house may also be eligible for the stamp duty principal place of residence rebate (see below for further details).

To allow for delays in the issuing of titles to the Bellamack land purchasers and to ensure those people were not disadvantaged, on 31 May 2010 the Government varied the Buildstart scheme so that Bellamack land owners who entered into contracts to purchase land prior to 31 December 2009 would still be eligible for Buildstart provided they commence construction within 26 weeks of the issue of title.
